Role Description: LOGISTIC/TECHNICAL BASE MANAGER Level of ownership of the professional role skills required:  Level 4 ADVANCED  Level 5 MASTERY Fluent in Dutch and advanced knowledge of written and spoken English language MISSION AND TASKS Manage logistic base personnel, asset, and safety/environmental on the base by means of granting and ensure the management of marine/logistic base concerning the support to vessel/projects operating in the area Compile expenditure budgets and control costs of logistic base Ensure timely follow-up of required maintenance and storage of the equipment and facilities of the logistic base Schedule and ensure Assets and Equipment overhauls/maintenance and co-ordinate their implementation as per company requirement Ensure timely follow-up of required maintenance of the equipment Ensure appropriate level of reliability Ensure appropriate management of storage occupancy, associated rates, and timely back charge to user Grant appropriate material/lifting gears/installation aids inventory in the base with punctual data base duly updated Review the inventory of Patrimonial Assets on the base and handle technical and operational requests on the base Manage investment project relevant to development of new Yard/Base, infrastructures Yard/Base Upgrading, infrastructures Yard/Base refurbishment Be a team leader with particular attention to Safety and Environmental aspects. Be confident in using various computer systems and programs including intermediate skill level in both Microsoft Word and Excel programs Have good communication skills Knowledge of local regulations for labour, safety and environmental aspects. Resolves work problems and makes appropriate decisions quickly and accurately within scope of responsibility Plans and organizes own work; uses resources, including time, effectively and efficiently. Ensure the achievement of the Asset KPI targets Saipem Classification - General Use Enhance the use of reports in line with corporate procedure Enhance the application of Management of Change procedure when required Submit in due time the following reports: • BIMONTHLY REPORT • MONTHLY REPORT • BASE ASSET SIZING REPORT (quarterly) • BASE KEY EQUIPMENT UTILIZATION PLAN (quarterly) • KPI – (quarterly/six monthly) • BASE ASSET INVENTORY (yearly) Capability to plan asset utilization in line with the vessel/project activity and grant asset availability in time as per project requirement, to be integrated in an overall asset utilization view Manage the logistic base warehouse and replenish stock in accordance with scheduled repairs and project requirements Supervise the correct application of safety procedures and standards Review the inventory of Patrimonial Assets on the logistic base and handle technical and operational requests by the vessel/project Provide assistance to other functions in order to indicate, agree and implement the most efficient and effective solutions for the specific activities in line to the budget and schedule Ensure coverage of the of Port Facility Security Officer and the functional requirements of the Port Facility Safety and Security Management System, the best practices of the ISPS code and relevant general administrative activities with regard to smooth management processes, record monitoring in line with contracting government requirement and with the applicable international standards Capability to define and perform specific maintenance activities on lifting equipment. Knowledge of lifting equipment working principles and specific criticalities for cranes, davits, frames, and various lifting devices Capability to monitor lifting gears certification process in line with company and local regulations Knowledge of storage procedures for materials preservation in line safety data sheets requirements if applicable Knowledge of the main risks during the operation activities and safe working and environmental protection procedures/practices & rules to be applied. Knowledge of adequate Personal Protective Equipment - purpose, use and maintenance Knowledge and the correct use of Permit to Work system.
